Massachusetts' Governor Deval Patrick has been hoping to avoid raising taxes to pay for a number of state programs (including road repair and aid to cities and towns) that have been starved for cash in recent years. One of his ideas was to sell licenses for several casinos within Massachusetts; there is a widespread belief that Massachusetts residents who are now travelling to Connecticut to gamble at the Native American casinos would stay closer to home if there were casinos in Massachusetts. But doubts arise as to whether this will work out the way the Patrick administration hopes.
